As interesting as the story went is it even possible to do EMP on earth?
I mean usally you need a nuke in the outer athmosphere.
That last panel looked more like a giant zap-gun stationed on earth then in earths orbit.

Not really. All you need is a pulse of electricity combined with magnetic properties. In essence, it is a wave of electrons and magnetic molecules that makes all circuits absolutely fry.

Either the badguy is "smarter than the average bear" and invented an EMP device, which makes his demise a top priority to keep terrorisim from getting worse, or he went the lower tech route and set up a transformer to overload on demand...
